Commission X of the DPR RI or Dewan Perwakilan Rakyat Daerah Republik Indonesia (Regional House of Representatives of the Indonesian Republic) in charge of Education, Sports and History held a RDP or Rapat Dengar Pendapat (Hearing Meeting) with a number of academic figures on Monday, May 24, 2021. The academic figures invited included the Chancellor of the State University of Padang, the Chancellor Yogya State University, the Chancellor of Manado State University and the Chancellor of the Ganesha University of Education (Undiksha) who on this occasion were represented by Dr. Gede Adi Yuniarta, SE, Ak., M.Sc. as the Dean of the Undiksha Faculty of Economics. The RDP, which was located in the Commission X meeting room, Nusantara 1 building, DPR RI Complex, discussed the plan to appoint honorary teachers and education personnel to become State Civil Apparatus (ASN).
In his presentation before the Chairman and members of Commission X, the Chancellor of Undiksha, represented by Dr. Gede Adi Yuniarta, SE, Ak., M.Si gave several important recommendations regarding the mechanism for the procurement of ASN sourced from honorary teachers including: 1) Honorary teachers who will later be appointed as ASN must immediately strengthen their competency development, 2) Build a Talent Pool for honorary teachers who are ready to be appointed as ASN, 3) Starting from the date (TMT) the appointment of ASN must be every month based on the vacancy of the ASN formation and finally 4) Perform gradual downsizing of government organizations. The recommendations are given based on the results of the current teacher needs analysis.
In closing the presentation, the Chancellor of Undiksha, represented by Dr. Gede Adi Yuniarta, SE, Ak., M.Si also conveyed the considerations in terms of recruitment. Where the selection system must consider the period of service of honorary teachers, especially honorary teachers who have achievements. He also suggested to the government to give priority to honorary teachers in the recruitment of PPPK or Pegawai Pemerintah dengan Perjanjian Kontrak (Government Employees with Contract Agreements) while still prioritizing professional mechanisms in order to obtain quality teachers. Overall, the House of Representatives Commission X highly appreciates and thanks the Undiksha Chancellor regarding the input and recommendations that have been given and promises to immediately process it in the Commission’s internal meeting.
